Chinese character recognition

I need a web application, that is able to recognize Chinese character, drawn using computer mouse. It should work in similar way as the one, used here [url removed, login to view] (in order to find it easier, you can see the screenshot to this message). The application is not needed to do exact recognition, but to suggest the nearest similar to the drawing characters. I can provide database, that contains some number of characters for test. Please, apply only if you have a clear idea how to develop such application. Those, who are interested, when make a bid, should provide a clear plan how they intend to develop the application and what kind of algorithms they think to use.
