desktop software with high level of password security

It is a client-based software that deals with personal records , the software and information would live natively on the user's computer. software needs to be installed on the user's c drive. the software would have four sections: personal, medical, financial and last wishes. in each section the user puts in very sensitive data that pertains to the section personal section would contain things like passwords to social media, combinations to safes medical would be: advanced directives, medical history, doctors' names and numbers, history of procedures, drug allergies financial would be: banking, investments, mortgages, etc. and "last wishes" would be things the user wants carried out upon death. also, the software would need to create basic reports that the user can export and hand off to family members. they can be PDFs summarizing the information they need to know. the client would need a backup of the database residing on the same computer the most important thing is security I need project estimate estimated time to complete explanation of how you will achieve security requirements and a proposed technology architecture for the project also need the code flexible so it can be utilized in English and Spanish the other thing is this software has to be SIMPLE SIMPLE SIMPLE to use because it will mainly be senior citizens using it More details about design and pages needed are in the attachment
