ASP.NET dynamic dropdown list

The goal of this page is to.

1. Dynamically load 1 drop down list from a DB

2. Based on the data in drop down list 1, dynamically populate the second drop down list.

3. Remember the settings for all of the field values when the user either presses the back button, or clicks a link from the header to go back to the home page.

The issues mainly revolve around clicking the home link:

1. When the user clicks the 'home' link in the navigation area the drop down list # 1 reverts to the initial value

and the second drop down list shows the wrong values.

Using the data below, list 1 goes to 867, when the search button is hit and then the user hits the home link, the 814 is shown in list 1 (it should be 867) and the second drop down list is incorrect.

I've simplified the code (included here) to remove all DB connectivity, but the solution will have to work with the lists being populated via a DB. I'm also open to a java script solution, although this ran into the same problem. The sample code does not change the second list, the javascript code that was being used is also included, but needs to be hooked up to the page.

Here's a sample of the code that is filling the list. The solution must be neat and clean, no hacks wanted.
