Creative WebGIS Application

This project is only for developers experienced with software Mapserver, Open Layers and PostgreSQL/PostGIS. It would also interesting that the developer knows about GIS. It should envolve PHP, javascript and PostgreSQL. We need a web soft that can: * navigate in the map with commands like move, zoom in, zoom out, get full extent, find an address or a data of a specific layer, mesure perimeters and area, identify information when clicking in specific point * include basemap from Google Maps, Bing, OpenStreetMap and other free basemaps * Work with layers like: * Add, erase layers from the map * Show/hide layers from the map * Change information about the layer like style of the symbology (color, width,...) * Choose classification method for the data in two groups: * Quantities (at least natural breaks (jenks), quantile, equal intervals, equal areas) * Categories (unique value) * Show/hide labels of a specific field of layer having the possibility to change the style of the text (color, size, font type) * Add, erase, modify point, line or area of specific layers (only the ones editable) * Use some geoprocessing functions like buffer, select feature by location or by attribute * Manage group of users where they can share maps and layers * Load and save maps created by users * Manage the maps saved (erase, share with other users or user's groups) * Import or export geographic information in those formats: Shape, Kml/Kmz, Dbf, Excel (xls) * Export images of finished map with our logo in jpeg We already have a design model (in CorelDraw format and jpeg) that will be given just to the winning worker but there is a doc file with all the information about the project like the processes and all the behave of the user. We need a full strategic plan of work delivery with dates.
