Web app that instantly displays Posted JPEG's

I need a PHP application (or any other application that runs on Apache - linux). That will accept a POST of a jpeg file and automatically updates the page to display the posted JPEG. I have an application that will POST images to this web app, the POST will include the JPEG file and the NAME of the image. The web app should immediately display latest image that was posted. The web app should contain a list of all the unique image NAME's posted. The user should be able to click on a list item to display the image for that name. The list should highlight the item that is currently being displayed. The web app appearance should be very basic, no styling is needed just neat display of the list and the image. The web app should function as follows. IF a POST is received that contains a NAME which is not in the list, then it adds the new list item and displays the image associated with that item. IF a POST is received for an item that has already been posted then the item image is updated and the image is selected and immediately displayed. There should also be an Handler to delete an item. The POST message will come from another application using RESTful style, It is up to the developer to decide on the POST message format. To be successful to get this job, please provide a brief description on the methods on how you could achieve this and a description on how the user will interact with the app. I also may need some assistance in installing this web application onto a local server.
