BASIC COMMERCE SITE WITH COMPLEX BACK END

I need someone who can design a very basic website with a COMPLEX backend. The front end website will be a basic ecommerce site that sells back links There will be 4 to 5 basic pages and a basic ecommerce that can be modfied as needed. The backend is going to be much more complex. We need to keep track of customers inventory. This inventory will contain the customer name, purchase order number, link url, anchor text, link URL IP, Link URL page rank, Link URL OBL Count (**Must Count Out bound links on a given site). The program needs to automatically be able to verify that anchor text is live, verify PR, count OBL, etc. In addition it needs to be able to keep track of the customer has placed a link on the particular website. IF so, it needs to notify admin that there is a dupliacte. We also need to a customer tracking system that keeps track by customer number, name, address, phone, email, websites, etc. We also need a system that will be able to generate purchase orders based on incoming online orders as well as orders that are entered manually. The individual or company who is choosen must be flexible with site functionality, etc. There may or may not be changes as we move along. Any changes will be negotiated for compensation. Please let me know what type of system you will be using for the basic backend...ie wordpress, joomla, etc. This indvidual MUST be able to FOLLOW DIRECTIONS.
