Configure SugarCRM for Notification on Lead Save / Assignment

We are using Sugar CRM Community Edition and need a developer / admin to work with on a variety of tasks. This initial task is to configure / fix functionality which is not working for us.

We use the web-to-lead function and would like to any new leads added to SugarCRM to trigger an alert email. I have done a little research and this appears to be related to code config in SugarCRM.

I would like someone who can fix this and that we can work with on an ongoing basis for SugarCRM configuration.

Please quote getting this one issue resolved. You must have extensive experience in customizing Sugar. I know most of you can figure this out but I want someone who knows exactly how to do it without researching the issue.
