Bluetooth Hotspot + Proximity marketing

We need a software to convert a standard PC, to a fully futured bluetooth hotstpot server for proximity marketing. The software should be executed in Linux inviroment, and be able to handle multiple USB dongles. We dont want to develop from scratch, so please bid only if you have this ready. The administration of the campaings should be done over http. I expect to receive the URL of a working hotspot with demo account to check out the functions that has for every bid that i will receive. Of course we will need the source code.
