Add user option for avatar display to YaBB

This project is to add the capability of an end-user option for conditionally redering the display of avatar is message forum threads to the Perl script language, open-source YaBB v2.3. Presently, YaBB only allows Avatars to be optionally displayed on a global basis.? This feature would allow each individual user to easily control from their account control panel the rediering of these images in threads. The project entails upgrading the user control screen to offer a UI (HTML form checkbox, probably) to select the display of Avatars, then uses the account varibles facility to store the option (it's a name/value pair construct inside of YaBB), and then finally, there's an update to the [login to view URL] code to conditionally render the avatar objects based on the user's selection. The most improtant requirement is the existing functinoality of the software is not disrupted in any way. Finally (upon payment, of course), the programmer must release the update to the YaBB open souce community. ## Deliverables Image captures are attached that help illustrate the solution desired.
