Beer Buddy Forum

I need a website designed for a public forum on beer and beer distributors in the Pittsburgh, Pennsylvania area. The website needs to exhibit web 2.0 characteristics. We want the website to be easily manageable by the owner to add forum pages, upload pictures, and manage posts. The notion of the website is to have a home page which leads off to discussion forums about different restaurants and distributors of beer in the Pittsburgh area. Users must be able to navigate the forum pages, and post comments anonymously. Each forum page must have a section devoted to a brief description of the establishment, picture of the establishment, a google map of its position however this can be dropped if it would make the cost of web development too high, as well as a menu section ??" these pages must be easily creatable by the owner. Below this section there should be a forum. Users must be able to post comments, and vote for their favorite posts, which should manage the forum thread to show more popular posts at the top of the forum section. There should also be a section where the user can rate the establishment; this can be on a scale out of 10. There should also be navigation toolbars on each page to travel between related sections, and to the homepage. We expect that a customizable open source forum code will suffice.
