Build a website with SEO

We have small website which is just running fine for the last 4 years. We are looking for a qualified web developer who will re-design the template, edit the main menu (we will provide the content) , build new pages, Create a login for customers and businesses (vendors).

The work includes but not limited to:

A) the site must be **User Friendly Website, for example :****

3) Use a Consistent Design and Layout

4) Include a Site Search Tool

5) Ensure All Forms Work

6) Ensure Shopping Carts are Functional

B) The coder will create a contact us form and will integrate Google and pay pal API in the site. also will create a new site section for vendors and businesses.

C) The coder will improve the current work order form and create a login for the user to check their order status.

The coder will be responsible in transferring and testing the site in our end server.

The site should have an admin section where should be easy to change text, contents, view users and email them.

We are in the first page on yahoo and google for some keyword and this work should not affect our search engine Rank.?
