CMS Site for Local Politicians

Hi Guys, I am offering politicians a website for upcoming elections. I need an expert in a CMS system which will produce templates like this. <[login to view URL]> I need someone to create 3 templates which I can then? sell? to politicians. If this is successful I will require at least 3 more projects. Also there will be small recurring graphic design revenue for each politician's image to be added to the site. You can use whatever CMS system you wish, Drupal, etc ... The quality of the templates must match our competitor above.? Also I will need to add some code to the project which will integrate with a 3rd party SMS application. Take this into account. John
