Crate easy custom script for image host

Hello, i have a site that is powered by mihalism. [url removed, login to view]

I want a script that the members will collect points when other people click to the thumbnail images they upload, convert the points to money and after they can request the payout.

So simply the member will take one point if

1] someone click to a thumbnail picture that they upload and share to other sites

2] the click is unique(only 1 ip address can click that image for 24 hours)

3] the user is from greece or cyprus(check ip or something)

So the first page i want is for the member and

1] will just show the total amount of points collected

2] an option to exchange the points with money (euro currency)

3] must show the exchange rate e.x 1000 points for 1 euro (must be able to change it dynamic through the second page for admin)

4] the member must be able to request payout when having minimum money(must be able to change it dynamic through the second page for admin)

5] when the member request payment cannot exchange points until the request is completed

6] when payments are completed should be listed there nicely (just the date of payment)

7] a textbox to save their paypal address to get the money

The second page will be for admin and

1] must show the requested payments

2] able to control the requests with some buttons like paid,unpaid,other

3] must show all the points that all members have

4] must show the amount that i have to pay (count all the points based on the dynamic exchange rate)

5] must count all the requested payments

6] show all the payments done

I dont want the pages to be very large when i have many data and scroll down the page, so you can you some listbox or other techinques. I want something simple but be able to to the payments and check somethings.
