Car trip sharing website

Want website where car owners who are willing take someone(one person) or group of people in his car on one trip to cut costs. On other side website collects people who are willing enter to someone car and give them upfront money for fuel. So when they go somewhere they annouce that. I want one my account page for both of them where they must upload their pic (face of member and pic of car which uses for that purpose), signature, occupaton determination, paypal account and google map to spot meeting point. Person who is traveling can also bid his car for other trips, where he will go with his car. And same with person who came to bid car for trip, he can be registrated as traveler who is seeking lift for other trips. Website has to have internal messaging service, but they once when make deal can communicate by cellphones. Before payment driver have option to reject traveler because of any reason, and traveler has to tell what is his luggage, and approximately it's weight. Same thing it with traveler he can reject invitation of driver, becasue any reason. What is needed for person who seeking car lift: A That person(traveler) before trip has to pay for gas using paypal amount what require driver (website will ask on that amount additonaly 30 usd for unexpected needs like not comming on time etc.. and after trip website returns that money on request or retain for future trips ) and that money is stored on website account( need admin management for that). B If driver don't come traveler always can get money back from website or leave money and use it later for future trips to avoid additional paypal transation. C If driver late , then every 10 minute (that is interval), traveler who is wating can report that to website (using his smartphone) and website will charge that 5 USD. So if driver late 20 min traveler can report that and driver will be charged 10 USD. If driver late 19 min then he can be charged only 5 USD. D If driver come on time, traveler can send confirmation that driver arrived by using his smartphone. E If in the car driver make problems like fast driving even after traveler's warning for that, traveler can report that(again using smart phone, that's why i need simple design so that is easily accessed over smart phone) and driver will be charged 5USD.
