auto php pop up language selector box

on my site [url removed, login to view] I have several languages, but people are having a hard time locating where to change the language.
so I was thinking of have the language box selector auto pop up for first time visitors. if you go to my site [url removed, login to view], scroll to the bottom of page and you'll see an american flag, click that and the other languages pop up where you can select.
I'd like that box to pop up, but for first time users only. So if they've already been to the site before, they wont see that.
I think this should be fairly simple, but I'm not sure. my site is all PHP.
