Dialing and Recordng Voice

We need this app. who will dial (sending the number) or hangup. If dialing is successfull it will start recording (without doing anything) the call on both sides (acceptable will be MP3 or WMA becasuse of its size). If not successfull will need to inform return information about why not (for example busy, no dial tone, no answer, fax, ...) this will also be usefull because my app will be constantly be searching for response and when I didn't get it will take it as "dialing". Maybe is obvious, but during the call both parties will need to hear each other. Please check this because if you try this in Windows Dialer with a Voice modem it doesn't work. This is the idea, but any good idea will be appreciated. The dialing is made behind a multiline system like Panasonic, Siemens, Nortel. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Primarly XP, but if possible in other Windows versions. It could be an OCX, a EXE or what ever we talk is acceptable for this project. In any case we need code of what you develope no matter is just an OCX or a EXE as a app server. main purpose is that I will call it from Visual Basic (now is VB 6, in some time will be VB .Net 2003-2005) Very important that we don't accept any control or code that we need to pay extra for it.
