No need use AGI.
This task can make with Dialplan and function ODBC.
1. Asterisk answer the call, play greetings
2. Call SQL query in DB
SELECT Queunumber, PhoneNumber, EmployeeName FROM TABLE WHERE Enabled=1 ORDER BY Queunumber ASC
3. Play - Plase Hold one, i try call
4. Foreach row DB try call to the PhoneNumber
5. If answer play IVR and press 1 - breedge channel
6. Other try next PhoneNumber from DB
7. After Hangup write custom CDR
