CREATE ME A VIDEO MANAGER

I need someone to create me a admin video-tv streaming manager where I can add upload or add urls of videos or streams on a timeline ruler based on a set schedule lie times of the day and duration. The idea is to make a channel manager where I can drag and drop videos on a timeline ruler on certain times like 1:00 pm to 1:30 and set the duration. The Admin Manager must allow me to create a multiple channels with a title and logo and add upload or add streams or videos by URL to those channels. The Channels will use JWPLAYER to play and stream the URLS or Videos on the scheduled times of the day and duration. The Channel manager must allow me to create and delete channels. So I need someone that will create me a TV Streaming Video Manger for my FRONT END and BACK END of my Current CMS. I want to create channels with a schedule that plays urls of videos and live streams @ scheduled times that I specify in the back end of my Channel Manager. I also must be able to EMBED the multiple Channels anywhere on the Internet as an IFRAME. I have a web site where this feature needs to be added. The Web Site with my streaming of videos has a CMS that was designed in Smarty PHP ENGINE. You must have an understanding of Smarty and PHP.
