Convert PSDs Into A Functional HTML Website With Shopping Cart

We need a series of PSD files converted into a functional HTML website complete with a working shopping cart that will be able to process food orders for our restaurant. We want customers to be able to order and pay online with a debit or credit card.
The cart needs to be simple and must be able to handle comboing of items - for example: when adding on a soup to a sandwich, the price of the soup will be reduced automatically.
We also have a PSD of what we want the online order page to look like. We want it to be contained within our website. We don't want them redirected to another site to choose the items they want to order. Type "goguygo" in the subject line to let us know you read this description. Budget is $200, and if the work done is solid, there will be much more work in the future.
No milestone will be given until the funcionality of the shopping cart is demonstrated. You need to show us that you are able to complete the comboing feature specifically. We want people to be able to pick a sandwich, a soup, and a side for a reduced price as a combo, among other things. If you have any questions about this, just ask.
