Call a phone if incoming data matches parameters

I am a college student and my project is a serial interface device that sends an 8 bit data stream. I need the data from the interface to be read and if it matches a condition then the program will need to call a phone number. The interface is on COM port 4 and according to the manufacturer it can be read as a simple serial device. The outgoing call is on a voice\data modem on COMM port 3. I don't know if I need to communicate both directions with the device to tell it to send at given times or just take the data as it sent. The device will receive data about every 60 seconds. I am using Windows XP and I have VB,C# 2005 express editions and C++.net on my computer if that matters. This has turned into a nightmare for me, and I need it possibly by Monday April 30. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows XP with SP2, IE 7.0, Visual Basic or C# 2005 Express Edition, I have Windows Phone Dialer, Windows Hyperterminal to interface with if they help. I also have a little knowledge of Perl.
