DELPHI FORM EFFECT (with directx)

I need 2 simple effect (I think with directx to speed up the result) on current windows desktop background when open/creat a new form or messagebox. The effect is like windows vista when show an alert security message. It blur (example fx2) the whole screen except the form, or (example fx1) it grayed the backgrodund or both fx1 and fx2. I attach a jpg with a simulated sample. I need a delphi7 compatibile function to call before create or show a form. No commercial component. Delphi7 sources required.
