Code/load two splash pages

Looking for a programmer to load 2 pages to a site. This will be the soft launch. After about a month or so, I will be looking to rehire the/a programmer to for a hard launch, coding/loading the full site. The CMS system Joomla is preferred for soft launch but not necessary, however, Joomla will be mandated for the hard launch. The soft launch includes me providing 2 .PSDs: 1. homepage includes 3 images that will rotate in a slider position. As the image rotates (3-second interval) so does the related description text. (Note: the rotating image and copy may not occur in this launch). Also there is the Facebook icon that links to a Facebook page. Link will be provided. Lastly, the second CTA (call to action) will link to a second page. 2. Second page will include a header, images and copy. A rough mock up of the page is included.
