Debian Server Optimization

I require an experienced Linux sytems adminstrator to analyze my server and find out what's causing the high load then make changes to the server as necessary. Record all changes performed on the server and write a tutorial so the changes can be performed on other servers. Optimise Apache2 for fast response during high load, disable any apache2 modules which are not required, edit the apache configuartion file as required. Optimise PHP for fast response during high load and edit the [login to view URL] as required. Tune the sysctl config file for a large amount of connections and maximum throughput with a 1Gbps port. Improve filesystem performance and add any mount options to /etc/fstab that could improve performance. Decide which I/O scheduler is going to work best for the server.
