Access images outside httpdocs

Hello Freelancers, I'm looking for information only. Between myself and another person we are trying to create an image upload service which is working well. I have had an additional hard disk installed on my windows server (E:\). I want to know how to display an image from here in the web browser. The path is outside the httpdocs folder; the file is E:\Photos\[login to view URL] - I know this can be done but don't know how. All of the necessary permissions are in place.
