Add Local Pickup Shipping Option

On our website, we currently offer $8.50 Shipping. We also offer Free Shipping when an order is over $100. We want to add an option for a user to choose "Local Pickup" which will remove the shipping charges when it is selected. This option will be displayed in the shopping cart and will make use of a radio button for the selection. We also required that the NO SHIPPING - LOCAL PICKUP is noted on our delivery note that is automatically printed so that our shipping department knows they should not ship the package out.
