Auto Comment on Instagram Post with a certain #

I need auto comments on Instagram posts with a certain #. e.g. #xyz Comments should be made at a velocity of 250-10000 a day. A higher number is preferable. Also preferable, but not necessary, is that a user account with more than one post with #xyz will not receive the same comment on more than 1 post. In your proposal, please state what you can achieve. It is preferable if you have done this on Instagram before.
