Block payments from certain countries

I need my site to be modify in order not to take payments from certain countries. I want to be able to control the restricted countries from [login to view URL] file by using this line: $GLOBALS['restricted_payments'] = Algeria, India, Morocco, Taiwan, Vietnam, China; My site already knows from which country each member is from. The information for each user, including the country is on MySQL. Whenever someone tries to make a payment for Signup credits or Banner credits, I want the site to check the USER’s country firts and if the country is on this list, to display this page: [login to view URL] and if the user is NOT from a restricted country, to process the payment. This is a simple project, I will not pay more than $20 for it. I also want [login to view URL] to “suspend” accounts from this countries: Vietnam, Taiwan, and China. I want to control this country list using this line on [login to view URL] : $GLOBALS['restricted_countries'] = Taiwan, Vietnam, China;
