I have 40 yrs of IS and business systems experience. I have been a consultant and I often do "gap analysis" reports as a part of business requirements gathering for system work or as a part of process improvement for business / process work. My prep work is to obtain / establish a baseline of business or system or process ... or ... baseline a generic, industry-based expectation of what I will be "gapping" against, such as an HR organization and its various in-place contents (charter, mission, vision, values, policies, SOPs, WIs, and so on). I do not have a baseline checklist for any one organization. In my company I build one out of the business and sysyem contents, down to functional points (including external touchpoints). I am "old school" and use concept diagrams and decomposition for gapping exercises. I also do functional audits in some business units on occasions.
