Small Help in Python Server

The client has a set of APIs written in Python (Flask) on a server and the database is hosted on the server. We dont have access to the server code or database, but we have a SQL dump of the database in a zip file. Also, we have the source code on the github. The client just needs help in setting everything up on the localhost, the code as well as the database, so that the mobile app development could proceed properly. You might also have to update the web links to call inside the APIs as well as the database credentials in order for it to work properly on localhost (i am not sure how the python works, but basically the goal is to just correctly set up the APIs and database on the localhost of the mobile app developer's machine). This project is from a trusted client. No milestones or payments will be created until the task is completed and the mobile app developer confirms that everything is working properly. Whoever bids $20 or less will be hired immediately.
