Im working in multimedia (streaming, encoding, decoding...), Android... for years so I have number of experiences in those. - You plan to play video file from local Android storage or from streaming server ? - Remotely control Android devices is not hard, there are number of programs similar to Remote Desktop out there. - Your most concern is to synchronize those Android player periodically ?
