Add features to Delphi program

I have a Delphi program that I need some functionality added to.

Currently it sends and receives SMS messages via Multitech serial modems, both CDMA and GSM. I need to keep the same functionality and add support for API sending and receiving.

We will be using [login to view URL] and [login to view URL] to start but will need the program to be written in such a way as additional providers could be added quickly.

In a nutshell the program reads from a shared directory and assembles the message to be sent out by the method in the file. It then maintains a history of the sent messages so if someone replies it will be sent to the correct account. When the message is sent successfully it will write to another directory to conform sending. The program will need to keep detailed logs. It would be nice if it could send errors to a syslog server. The program is written in Delphi it does not need to be Delphi but it does need to be simply copied onto computer no install and nothing modifying the registry. It should for the most part look, feel, and, operate like the original. I will provide a copy of the existing exe or any other information needed to quote this project. After project is awarded I will provide test accounts links to modems and anything else needed. The finished project will become the property of the end user (company name provided upon award) and source code will be provided. I am looking for a long term partnership with right programmer.
