Instead of making software from the scratch, i propose to choose what available in the market like quickbooks enterprise ( monthly cost from usd 130 ), sap, jde or else. All cover your requirements. If making from scratch; need longer time, need consultant not just programmer, dependent on software maker, after sales service is unreliable.

I can develop your application including barcode and labels and accounting leders using MS access and VBA. I can not develop a mobile application but can give *detailed and exact instructions* for a software developer taking care of *all* the accounting aspects. Developing the General ledger, AR, AP etc is easy for me (using MS access) as I have already worked on the same. The mobile app developer can copy the concepts from the MS access application.

Hello, It is unlikely that you will be able to build such a system from scratch for the amount allocated to the project. You will need to build your system from one of the available 'open' accounting structures and add the features you require. Very few programmers are good with both programming and database work. I primarily work with database architecture and designing 3NF (transactional) data bases. I also am familiar with asset management. I'd be happy to chat with you about your requirements.
