I propose to do this my using three main tables, one for the employers request which would contain the details of requirement (from date, period required, craft, specific person if any, etc.) and the other table containing the details of employees seeking jobs. The third table would be storing data for the ongoing jobs. When you receive a request for new requirement, you will simply enter the requirement in a form and then it will fetch the eligible employees from the employees table. accordingly you can then submit your proposal to the employer.
