I have my own USB2 Spartan6 fpga. But it is better to use your own board. Wiring can be advice. There are multiple parts of development so the price should not be that low..

This project is well structured. It is composed of multiple blocks that contain straightforward logic. All blocks should be firstly implemented individually and simulated in modelsim, and afterwards they should be connected in the overall system. I have experience with FPGAs more than 2 years and I have played in the past with Spartan 3 Starter Kit.

Rest be assured, I will complete this project in full for you. VHDL programming / FPGA designs is what I do for a living. I think the price that I have quoted is fair. Anyone saying that they can do this project for cheaper probably doesn't understand what is required for this project.
