Conversion of a word document into an HTML page with Flash media or Flash active which allows doctors to DRAW on a picture of a knee and then print a form. (Maximum cost $700)

I am a doctor. When I do an operation inside a knee, I have to draw the results of the operation ? on a picture. At the moment all doctors hand-draw the pictures. I have a picture drawn on a word document. But I cannot interactively draw on the picture using word. I want an HTML page to be added to my website that allows Flash Active to draw on the picture.? The doctor must be able to draw on the diagram with a "pencil" or use a "spray can" and add automatic lines. The page must then be PRINTABLE - as a PDF or any other application. I have the diagram already drawn. I have the words I want and the layout already written in Word. I need somebody to be able to convert this to an HTML page that I can add to my web-site.
