DBISAM data import utility for data from Clarion for DOS w/ custom mapping

My custom Delphi program uses DBISAM db, and has built-in data import utility from old Clarion for DOS app. The import map was never done right/completely but is functional. The step to a separate utility for me to create a custom map for a particular client import was never started. Original programmer is unresponsive. I have limped along for several years with program as is, but now have two clients with issues that can be resolved with custom import from Clarion for DOS file to DBISAM file for Delphi program. Proposed project is to build utility for custom import that I (technical user but non-programmer) can map fields in to use for the occasional client like this. Tiny market so looking for very inexpensive solution. Possible alternative/intermediate project would be to do one or both of these imports for me without providing a customizable utility with mapping, if that would decrease delivery time and/or cost significantly?

Delphi version is Delphi 5. But project is not in Delphi, it is for DBISAM database used by Delphi 5 app. Incoming data file is formatted for "Clarion Professional Developer for DOS." Clarion utilities with corresponding .cla are provided in the attached file, as well as sample input & output .dat files, and a .txt and .bat file related to the Clarion .dat that might be helpful.

At least one more file, "products.dat," will be needed in order to complete the data conversion. This (DBISAM .dat) file is a cross reference index that maps the old alpha-numeric Product Code from the Clarion database to the numeric Product ID in the DBISAM database. I don't see any reason to post it, but you can ask for it if you'd like.

.NET is just a suggestion, but the program is a Windows-based app and the utility needs to be as well.
