Convert VB6 assembly classes to VB6

There is a public domain program written in VB6, the U.S. EPA's Sustain modeling software, that has been posted online for download ([url removed, login to view]), but despite claims that a public deliverable of the project will be "open codes" of the software ([url removed, login to view]), the best we are able to get is assembly language in .cls and .bas files.
We are very interested in the processes and assumptions this software package makes, and want to hire someone to convert the assembly of the business-logic containing classes into readable source. This would mean writing VB6 modules containing the subroutines described in the .cls files, and naming the variables in the source you write with as much meaning as you are able to infer from the context of the subroutine and its purpose in the subroutine (we understand you cannot know the exact names used in the original source, however, naming the variables by what they do within the function or subroutine they are in is desired).
I have posted an example of one of the files that we want decoded for this project. There are 118 files in total. Although we may decide that we actually care about a subset of these 118 files later, 118 is the upper limit on what this project will entail, and thus should be your assumption when bidding for this project.
