Advice on ecommerce design

For the project described in the draft attached below (1 page) I would appreciate your advice on questions 1 and 2 on what type of design would you recommend: should that be built from scratch or can an existing ecommerce be customized? Should I use PHP/MySQL or something else? Questions 3 to 6 are not mandatory but your answer will be also appreciated. Later on this project will be posted (not necessarily under my account), but if you answer to these questions I will alert you when this project gets posted in case you are also interested to implement it.

Questions on the following aspects:
1. Is there already an existing platform that can be customized and has already the above features (rather than reinventing it
from scratch)? OsCommerce for example?
2. I am familiar with MySql and PHP, could that be the right choice to implement the above, or there are more suitable
languages?

This ecommerce is intended to provide a market where Customers can locate and book Service providers. So there will be on one side
the Service providers that will publish their contents and use the ecommerce to advertise their services and to receive the booking from
the customers via the ecommerce. On the other side there will be the customers that will visit the ecommerce, search for the closest
Service provider that meets at best their needs (entering a location name and viewing all closest providers in a map) and book one day
of service looking at the updated agenda of availability of the Service providers
The Service providers will pay a small fee to the ecommerce for each booking received. Invoicing/billing should be handled via the
website
Service Providers need to
• fill in a form with all services they can provide using pull-down menus*
• enter the maximum distance to which they are willing to travel in one day, without extra charge
• enter the price for each service and the additional charge in case the location is beyond the maximum distance
• fill in their address info so they can be located in a map
• add the link to their demo-videos published on youtube, vimeo or other platform
• keep their availability calendar current and updated
Admin will approve data entered by Service providers prior to publishing in the ecommerce openly to the public.*Exceptionally Service
Providers can request administrator to add a new service type in the pull down menus.
Customers can
• use a search box entering location/town name, near to where the service is required
• locate in googlemap all Service providers, which are within maximum distance range
• view the availability calendar for the selected Service providers and book one day of service
• ensure the booking providing a credit card or Paypal number (this is a MUST)
• add their feedback and notes to Service providers, so that the notes add up and result in a score for the ranking of the Service
provider
Additional features:
• Admin can add a Special flag to selected Service providers
• Master data for customers (including privacy policy requirements)
• Master data for Service Providers (including contracts they fill in and sign to be registered)
• Multilingual support (possibly using a dictionary to be maintained by admin)
• Categories in the left navigation bar to narrow down the search criterias
