Build a Website, develop a shop, build a database, admin system

Im being supported by the council on an 8 week program government funded through a charity and need to understand costs asap. My website is going to have the energy Entertainment fashion and art. And is going to feature an energy representing Manchester. The main aspects comprising of: - An entertainment agency. - A fancy dress shop including a taylor made service. - A lifestyle section covering two separate areas - First being 'Health and fitness.' This area will feature a blog constantly updating health information updates. Also a section to build news articles on peoples stories overcoming illnesses. That can keep building. And then a page or link to a juice plus shop I've set up. The Second lifestyle section Covering Art and fashion. I have a fashion journalist friend with a successful blog in London called Blood Sweat and Fashion on word press. She's expanding the business up here. She will comment on Manchester lifestyles and will promote and send traffic my way as i will her. A little about me. My names Matthew I'm 31 and been a circus act working Uk and around the world for 8 years. I've just completed two years studying a foundation degree in fashion and clothing to develop my design skills. I'm currently designing collections to promote all the fashion shows around the UK this next year, so the fashion blog will promote me. I took this course because I knew to expand in the future and to create a business in entertainment i needed more skills to help bring ideas to reality. There are entertainment websites out there at the moment dominating the industry, however many are box standard type offerings with not very good costumes etc.... with my new skills i can predict future trends and mix art and fashion into the designs. My website needs to be creative and forward thinking and a step ahead of the rest. Like a one stop shop for the public and entertainers alike. And interactive. Its worth pointing out I'm creating this with in mind including a committee of people as i believe for it to work needs to include the talents and efforts of many people, so it doesn't become a selfish greedy type company and to help it evolve along the way. Collectively in the different areas, the entertainment art and fashion will all in turn promote and push one another forward, by creating events, and workshops and include updated blogs of whats happening within the community of the business with social media. Some of these aspects are covered all ready, i have the domain names and have set up a couple of the blogging parts all ready. The site will also include the community inspiring young minds in good directions. I'm hoping to seek lottery funding for this along the way but we'll see I've been informed this can be a long drawn out process. I've have an initial brain storm to give you an idea of the structure in my head. A visual i can attach on contact. Then once there see the community it lives in each promoting one another. I plan to have a database of entertainers available and would like entertainers to have a profile where they can update pics bio skill tags and areas covered to work, so that customers making enquiries i can search who's available in the area needed. And ultimately an admin system that can organise things, send invoices out and chase payments etc. would be great to hear back from you on your thoughts and feelings, I've been in contact with a couple of independent talents however they just want to create a basic product with word press type things and email links etc....this isn't going to help the brand get the reaction thats needed to make a difference in our city. At this stage I'm keen to know if my ideas are possible and affordable. ps. these are a couple of links to established brands out there and the type of service they offer.
