Build an Internal database for website operation

Hello Everyone, Thank you for taking a look at our job. We did a number of changes and want to submit our idea for a price estimate. We are looking to develop a back end database management system. Currently we have a website that attracts and brings client and we need a system to support that. The task is something like an excel document. We need a way to keep track of projects, clients, employees, resources and overall business statistics. In addition to the above our system needs to be automated to the point where our clients, employees and payment options are processed automatically based on certain criteria. EXAMPLE: NEW PROJECT 1)New project arrives: We input the information (language pair, price, contact, industry and so on) 2) We need to assign a person: We choose between automatic filtering where the system filters based on the criteria(language pair and so on) and retrieves relevant translators OR we manually search our entire database 3) We mark each person that we want emailed 4) System sends out an email asking if the translator is interested. The email should contain the option to accept, reject and so on. 5) our system registers the translators response and updates the project status (email, assigned and so on) 6) The translator will need to log on to our web portal and download the project that was assigned to him (or perhaps our system will automatically email the project if they accept) 7) There should be an option to automatically send a Purchase Order based on the provided rate, word count, language pair and so on. 8) After the translator has finished they need to upload the files into our system (this will update the status once again) They will also need to provide comments for our review such as complete, incomplete, problems. 9) after review the documents we can select an option to send the files to our client. EXAMPLE: NEW LINGUIST 1) Linguist fills out our application online, this information should automatically transferred into our database where it will await approval by our team. 2) Automatic thank you email is sent 3) We approve the application and register the person / make any changes necessary 4 ) Another confirmation email is sent EXAMPLE: DATABASE LOOK UP 1) We need some sort of information (name, price, language pair or so on) 2) We can filter each selection on top or search for particular keywords 3) if something is missing me can upload a new database with excel sheets. We really want a system that can improve our business flow and provide valuable statistics such as income, number of words, turn around time and so on.
