C# Windows Service to rename files

We are in need of a simple Windows service that will check one or more folders for files that will be named in the following format: P#######.JPG Where # is any integer 0-9. We would like all of these files renamed to the current date and time in the format: YYYYMMDDHHMMSS.JPG. Ex: [login to view URL] Folders should be checked as new files are added and the files should be renamed according to the specification above. The folders that should be included in this renaming process should be configurable in an external text file. We would like the service to be configured in the following platform: Visual Studio 2010 .NET 3.5 Please let me know if you have any questions or need additional information.
