AWS EC2 expert required to change IP with Sydney

I created a AWS EC2 micro instance (Windows 2012) but in default its assigned to US IP address, I am looking for someone who can change IP address to Australian IP address.

In AWS IP range there are quite a large list of Sydney IP addresses available. I tried creating a new subnet with Sydney IP list but still I am unable to assign an Australian public IP to my EC2 instance.

Can anyone help me assigning Australian IP to my Windows micro instance.

Need someone readily available now to fix it on TeamViewer.
