Android App Development with Video Highlight Feature

We are looking for an Android App Developer to produce a small Android App that lets Video processing along with highlights feature. Let's take that you have a small video with some sports / any other concept in your phone gallery. The process to follow is i) App will load a selected Video from Video Gallery ii) Add Highlight Icon (such as Arrow icon) at a particular Frame by pausing the video. Once we add the highlight marker, then the video will pause for 1 second there. iii) Regenerate a new Video with the marker highlights. Regeneration should happen fast.
