Custom Android OS development

Hello, We are working on a WiFi Thermostat and requires a developer to create a Custom Android OS which needs to be installed in tablet. When user starts the tablet, it will start a 15 seconds animation (We will provide the animation) and then will go to the main screen. Initially, it will ask for the user to login to the WiFi network and then to the account details which will be picked from the website.
