hi, its a little difficult to explain, but i think i need a dev that is strong in packet interception/manipulation and redirection, we will not intercept other peoples data, nothing of that sort is required, rest assured.
linux seems the most powerful os to handle this, although if you think you can handle it in windows that is fine also.
android system know how would be extremely helpful but i don't think absolutely necessary.
