63 Skype with billing

Hi, The project includes following parts: 1. Website owner has a Skype account and a vistor to his site can chat with him on skype. Visitor DO NOT need to have skype account. 2. Basic IVR system will redirect the user to another skype account. The IVR is implemented in VXML (VoiceXML). Example is attached. 3. The redirection from #2 is available when Instant Notification Message from Credit Card Processor is caming. The message could be email. So, we need possibility for this application to read income messages. 4. The connection to redirected Skype account will be limited regarding to value from the Message. For instance: if client payed $10, the message will content "10" as value in the subject and the connection to the second Skype will be terminated after 10 minutes. We prefer the work will be done in PHP or XML or JavaScript.
