Windows app to stream radio stations and apply audio effects in real-time.

I need a software that will radio frequencies and play .mp3 files concurrently. The app will have a few functions to adjust the audio effects of the radio streams or the .mp3 audio being played in real-time (this is important). App specifications - Windows (must work in both 32bit and 64bit) - Audio effects (adjustable in real-time) o Speed (ability to speed up or slow down the audio) o Echo (ability to adjust the amount of echo on the audio) o Pitch (ability to adjust the pitch/tones of the audio) - Able to stream radio friequencies between 88mhz and 108Mhz like a car radio. There should be a control in the app to change the rate between 200ms to 3000ms.) The switch in the radio frequencies to be played should be fast and without much delay. - There will be a few other functions such as Volume, Mute, Reset in the software. Details of these functions as well as the logic of how the system works will be provided in detail. Others You will need to provide an installer for me to install the app. The installer should also automatically install all the relevant dependencies/programs that is needed for the app to run properly such that I can distribute this program to others.
