Hybrid security model using crytography for VANEt

I want to bulit a secure communication channel for VANET using hybrid cryptography both symmetric and asymmetric crytography in which first i want to encrypt all the messages using aes algorithm and then apply ecc algorithm for personal information only so that safety messages are deliverd on time ie with aes algo only and personal info is encryted twice
