Create windows aplication with systray icon and form to replace CLI program. call some executables on background.

Need replace a php script with some .executable can be on C# and windows forms, lazarus of golang need be compiled and protected thing runs independent of any script. My aplication works nicelly make some calls of background aplication on shell keeping monitoring process if fails restart transmition can warn-me if someting is wrong. Configuration and warnnings comes from remote url only first parameter client id comes from local .ini file on the same folder of aplication. If possible i want put systray icon and a menu to start and stop encoding transmission no taskbar only systray if clicks will show 2 buttons start and stop and when starts automatic starts the startbutton routine.
