Design simple Arduino shield PCB

I'm looking for someone to design a simple PCB shield for an Arduino mega. I'm working on an automotive project with and would like to simplify the soldering work by creating a PCB that I can print using SeeedStudio's PCB printing service ([login to view URL]). The shield will need to have the following characteristics:

-Pinout on the bottom that matches the Arduino Mega 2560 pins

-10cmx10cm layout size

-Screw terminals on left/right edges (when looking at the arduino from above, below the analog inputs and above the pwm/comm digital inputs, aka the long sides of the arudino) that trace to analog and digital pins (terminals will need to be on the far edge so I can attach the shield and place it all in a project box and have the terminals sticking out without exposing the arduino/shield)

Specifics:

-12-14v power will flow from the vehicle into an LM1084 5v regulator and send 5v/gnd to the Arduino via the vin pin.

-The 12-14v signal will also flow (separately) to a srd-05vdc-sl-c relay. An Arduino 5v signal and gnd will be used to trigger the relay. The relay will allow power to flow to the sensors only after the Arduino turns on.

-Directly after the relay a voltage divider will be established that measures the vehicle's voltage output and sends the signal to A15 (I will need to be able to solder in two thru hole resistors with the signal output placed between these)

-I will solder in an LM1084 5v voltage regulator that will regulate the voltage to only 5v and feed power to the sensors connected to the board

-I'll be using 38 5mm pitch screw terminals like these ([login to view URL])

Terminal assignments:

-The first 2 screw terminals will supply 12-14v and ground from the vehicle to the relay mentioned above

-The next 6 screw terminals will be used to read thermistors; 5v power > resistor (thru hole) > A0-A5 > Screw terminal

-The next 5 screw terminals will be used to read ds18b20 temp sensors. The sensors will need a one 5v, one Gnd, and 3 signal screw terminals total. There will need to be holes so I can solder a thru-hole resistor from 5v to each signal on the shield. Signals will run to D22-24. I know that these could be combined into one digital signal but for simplicity would rather run them to unique pins.

-The next 9 screw terminals will be used for various sensors. Each will need a 5v, Gnd, and signal screw terminal. The signals will run to A6-A8.

-The next 6 screw terminals are just like the above but send signal to D18 and D53

-The next 4 screw terminals will act as interrupts and have various input voltages. The voltage should come into a terminal, travel through a soldered in L7805CV 5v voltage regulator, and the signals should run to D19 and D51-53.

-The next 4 screw terminals will measure voltage and act as voltage dividers. Terminal > thru hole resistor > signal > thru hole resistor > ground. Signals go to A9-12

-Lastly, a couple of additional screw terminals that run directly to ground would be nice as a backup.

In addition, I would like to be able to solder a few sensor boards directly to the board. Space them out as much as possible to allow room for the boards. These include.

1. NEO-6m GPS sensor (VCC 5v, GND, RX to D17, TX to D16) [login to view URL]

2. LSM303 Accelerometer/Compass (VCC 5v, SCL to D21, SDA to D20, Gnd) [login to view URL]

3. 2x HC-05 chips (will not use both but would like to have both options) [login to view URL]

-(VCC 3.3v, GND, TX to D6 and RX to D7) TX/RX reversed on purpose to receive data

-(VCC 3.3v, GND, TX to D14 and RX to D15) for sending data

I'm looking for a quote here- if the price is too steep I will purchase a monthly Eagle license and do a basic version myself (though it will likely take me forever), but I wanted to see what how much it would cost to have someone with more experience take care of it. I will almost certainly have other projects in the future if we work well together. Thank you for reading!
